Position of Pleasant Grove City Regarding Odor from TSSD
The Timpanogos Special Service District (TSSD) is a cooperative entity that disposes of the sewage from a dozen north Utah County cities. It is located in the southern extreme of American Fork, just west of I-15 Exit 275. Its position places it very close to Pleasant Grove. It operates under the direction of a 13-member board, which in turn answers to the 3-member Utah County Commission. TSSD is efficiently and professionally run. But unlike other sewage disposal facilities in populated areas of Utah, TSSD has decided to run a composting operation onsite. This composting operation is the source of foul, offensive, and unhealthy odors that spill over into neighboring Pleasant Grove. To understand the smell that assaults Pleasant Grove residents and visitors, imagine that your backyard neighbor takes all the human waste generated by him and his family and puts it in a big tub next to your fence. Then he mixes in grass clippings and lets it ferment in the sun, stirring it up every once in a while. If you can imagine the stomach-turning smell that would wash over into your yard, you can get a sense for what Pleasant Grove citizens have been experiencing for years. On February 16, 2010 the Pleasant Grove City Council passed a Resolution to change the City Council meeting and Work Session meeting time from 7:00 pm to 6:00 pm and Neighborhood Board meeting time from 6:00 pm to 5:30 pm, starting March 2, 2010.
